Heritage has plans to revitalize America’s defense industrial base

Heritage is out with a “special report,” "A Strategy to Revitalize the Defense Industrial Base for the 21st Century.” Logline: the defense industrial base (DIB), once celebrated as the "Arsenal of Democracy," now faces significant hurdles including struggles to maintain peacetime defense requirements amid an increasingly hostile global environment. Contributing factors include regulatory constraints, unpredictable defense budgets, and a dwindling skilled workforce. These issues have led to production bottlenecks and an overreliance on foreign supply chains, particularly for critical components.

Strategic recommendations for DIB enhancement

To rejuvenate the DIB, Heritage recommends:

  1. Regulatory reform: Shocker. Streamlining regulations would reduce production costs and encourage private sector participation in defense manufacturing. What OTAs are doing with varying levels of success.
  2. Stable and increased funding: Allocating consistent and sufficient budgets to defense projects would mitigate procurement uncertainties. Congress just has to get its act together. Then, problem solved.
  3. Tax incentives for workforce development: Implementing tax policies that incentivize investment in worker training programs would address labor shortages. Encouraging initiatives that focus on developing skills pertinent to defense manufacturing is crucial. Probably money better spent than on luring HQs.
  4. Supply chain security: Reducing dependence on foreign suppliers, especially for essential components, is vital, necessitating domestic reindustrialization diversifying supply sources.
  5. Fostering innovation: Collaborating with private enterprises, including startups specializing in emerging technologies, would drive innovation. Innovation is a good goal, if amorphous and common.

Revitalizing the US defense industrial base is imperative for maintaining national security and effectively addressing global threats. Through regulatory reforms, stable funding, workforce development, supply chain diversification, and innovation, the DIB can be strengthened to meet the demands of the twenty-first century. Somehow, Heritage believes the iron triangle will collaborate to ensure the United States remains prepared and resilient in the face of evolving security challenges. Let’s hope.
