Towards a Lewes Local Plan: Spatial Strategy and Policy Directions

The consultation has now closed.

Lewes District Council is preparing its new Local Plan with the aim of providing the planning framework for our plan area to 2040.

The new Local Plan will help to make sure that our plan area provides the homes, jobs, community facilities and services to meet the needs of people living, working in and visiting the plan area in a sustainable manner.

The ‘Towards a Local Plan spatial strategy and policies directions’ consultation document marks a key stage in the plan making process and provides the basis for consultation with residents, businesses and organisations on how we should develop the plan area for the future. The document outlines the preferred vision, aims and key planning issues affecting the plan area, as well as proposed policy directions for addressing these and potential locations for new development and growth.

We are now inviting you to give us your views on the preferred policy directions and options for growth. We are also asking for thoughts on whether there are any additional policies or growth options we should be considering.

How to Respond

The consultation document includes a series of consultation questions that we are asking you.  Your answers will help us to further develop our policies and spatial strategy.

The best way to submit your response is directly via this on-line consultation portal.

Drop-in Consultation Events

These events are an opportunity for residents, businesses and communities to find out more about the local plan, and ask questions as well as find out how to submit representations. Officers from the Planning Policy Team will be present to discuss the Plan as well as answers questions. There is no need to book - just turn up to an event. If you can not make your local in-person event, you are welcome to attend any of the others to discuss the plan and your own area – all the events are open to everyone.

Land Availability Assessment

The Lewes Land Availability Assessment (LAA)  is a key evidence document in the preparation of the local plan. The purpose of the LAA is to provide an up-to-date assessment of land supply in the District (outside of the South Downs National Park) to identify land for new development. 

It does this by identifying sites with potential for development; estimating the amount of development that they could provide; and assessing whether land is suitable, available and achievable for development over the plan period.

At this stage of the plan-making process, the consultation document sets out the direction for the detailed Local Plan policies and the potential level of growth that will need to be brought forward through the Local Plan to meet the identified development needs.

Locations for all types of development that were submitted in response to the ‘call for sites’ in 2020 have been assessed as part of the Land Availability Assessment (LAA).  This assessment involves testing the sites against the evidence base prepared to date.

Sites within the LAA are assessed as ‘Deliverable or Developable’ (Green), ‘Potentially Deliverable or Developable’ (Amber) or ‘Not deliverable or Developable’ (Red).

While the Amber and Green Sites are considered within the consultation document as potentially contributing towards meeting the identified housing needs, it is important to note that they are not allocations for the purposes of the Local Plan.  It is likely that sites may fall into or out of these categories as the local plan progresses as further evidence and testing is developed.

The Draft Local Plan, which is the next stage following this consultation and which we will consult on during Spring 2024, will set out the proposed site allocations.

Call for Sites

As part of the consultation, we are asking landowners, site promoters and other stakeholders to submit information about additional sites that could have potential for development over the period to 2040.

If you wish to submit a site to be considered as a potential residential, employment, renewable energy development site please complete the relevant 'Call for Sites' form.

The purpose of the Call for Sites is to gain an up-to-date understanding of the type, quantity and location of land that may be suitable for housing and employment development, and to identify sites that could accommodate other uses such as nature conservation, open space and green infrastructure, and climate change mitigation and adaptation.

Submissions are invited for suggestions of sites that could accommodate:

  • Homes (including older person's housing, self and custom build plots and Gypsy and Traveller pitches and Travelling Show People plots)
  • Employment land (including office, industrial, retail and leisure uses)
  • Habitat banks and Nature conservation/recovery
  • Green infrastructure
  • Carbon offsetting
  • Renewable energy generation, storage and infrastructure
  • Natural flood management

Sites submitted via the Call for Sites will be subject to detailed assessment using criteria set out in LAA Methodology, and any sites that are identified or allocated for development will be subject to community and stakeholder consultation through the local plan. The submission of a site through the call for sites exercise does not give any planning status, and does not allocate sites or imply that the council will necessarily grant planning permission.
