The City of Oakland's Planning & Building Department is seeking a highly skilled Part-Time (PT) Management Intern to join our team! There are currently four openings: two in our Strategic Planning Division, one in our Zoning Division, and one in our Digital Unit.

Strategic Planning Division 
The City of Oakland Strategic Planning Division is seeking a mindful individual to assist staff with long-range planning projects. Examples of current projects include updating Oakland’s twenty-year old General Plan, developing and adopting a specific plan and zoning amendments for Downtown Oakland, updating the City’s Industrial Lands Policy to support Oakland’s economy while protecting vulnerable residents, and implementing the West Oakland Truck Management Plan to reduce the effects of transport trucks on local streets, among others. The intern will be expected to: 1) conduct project-specific data gathering and analysis; 2) prepare clear and detailed reports on research findings (e.g., memos, PowerPoint presentations); 3) assist with planning and execution of project-specific community engagement activities (e.g., creating outreach materials such as email announcements or presentations; synthesizing community feedback); and 4) support staff as needed with similar tasks.

Zoning Division
The Zoning Division seeks a detail-oriented and highly motivated individual to review and respond to customer inquiries via both written and verbal communication methods; provide basic zoning research support to planners and management; process low level, non-controversial, but high-volume planning permit applications; and assist in administrative and organizational functions such as report production for the Planning Commission and development and revision of organizational protocols and procedures.  
 
The ideal candidate would be someone with an interest in or background with City and Regional Planning, Architecture, Engineering, Geography, Environmental Studies or similar field. This is a great opportunity for graduate-level students to gain hands-on experience working directly with customers and on projects with staff in the field of planning independently and as part of a team.

Digital Unit
The Digital Unit seeks a detail-oriented individual to assist with updating pages, links, documents, and resources on its website. The Department is currently in a process of revamping its online resources and processes to be more user-friendly, organized, and accessible to the public. In particular, we have a time-sensitive need to make the process of applying for permits online to be as straightforward as possible, easy to navigate, and informative to the public.

The ideal candidate is tech-savvy and a quick learner with some familiarity with HTML, web content formatting, search engine optimization (SEO) principles, and geographic information systems (GIS).

This is a journey level classification.  Incumbents in this classification are expected to: assist with the preparation of long-range and special studies in coordination with City departments, assist with the revision of policy manuals; analyze and make recommendations for revisions to City processes. Incumbents receive supervision from the Assistant Emergency Manager or other Executive Staff. 

This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902).

Employment in this position may not exceed two (2) years.

Examples of Duties

  • Use specialized utility software programs to track cost and consumption for electricity and natural gas used in City facilities. Identify input data deficiencies and reconcile them with technical support.
  • Maintain and upgrade the master database for all City electricity and natural gas accounts.
  • Prepare quarterly utility cost and consumption reports to supervisors and agency representatives.
  • Perform site audits of facilities to collect meter information, building and operations use to create useful energy consumption profiles in the utility software program.
  • Prepare training for City staff on the utility software.
  • Benchmark energy consumption in buildings using Energy Star Portfolio Manager or similar software.
  • Participate in efforts to encourage City staff to conserve energy.
  • Prepare energy conservation and efficiency recommendations for facilities
  • Conduct research and write technical reports on an as-needed basis.
  • Research and data gathering to support City energy efficiency and renewable energy projects
  • Assist with grant writing and energy policy analysis

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable: 

Education: Current enrollment in a Master's degree program from an accredited college or university in public administration, public policy, environmental sciences/studies or closely related field.

Experience: None required, however the following is highly desirable: Experience in organizing, analyzing, and managing large amounts of data; preparing charts, tables, and reports; using Energy Star Portfolio Manager or GIS systems; and preparing public information and outreach materials.  

License or Certificate/ Other Requirements:
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
