USAID/PMI funds the Impact Malaria (IM) project to provide implementation and technical support for malaria service delivery in health facilities and community settings to meet Kenya’s goal of reducing malaria mortality and morbidity by 75% of the 2016 levels by 2023. IM is doing this by working closely with the Division of National Malaria Program (DNMP) of the Ministry of Health (MOH) and eight county departments of health from the malaria lake endemic region (Bungoma, Busia, Homa Bay, Kakamega, Kisumu, Migori, Siaya, and Vihiga) to strengthen malaria case management and prevention of malaria in pregnancy.

We seek a Senior Technical Advisor (Malaria) to provide technical oversight and program management to implement the scope of work outlined in the work plan and annual Task Order for the PMI Impact Malaria project. The Senior Technical Advisor, Malaria, will provide technical oversight and program management to implement the scope of work outlined in the work plan and annual Task Order for PMI Impact Malaria. In addition, S/he will collaborate closely with the Project Management team, including the Technical Advisors, Monitoring Evaluation and Learning Advisor and other Senior Technical staff of the project, at national and county levels, to contribute to quality program implementation.

The Senior Technical Advisor (Malaria) reports to the Chief of Party and supervises technical Advisors. 

RESPONSIBILITIES


A) Leadership

The Senior Technical Advisor (Malaria)  will:
  1. Lead technical support in the execution of a large malaria service delivery contract.
  • Ensure that the program remains technically sound, evidence-based and responsive to the needs of Kenya, its people and donors.
  • Advise national and county-level counterparts on technical issues and participate in relevant technical working groups and a committee of expert forums.
  • Collaborate with the Division of National Malaria Program (DNMP) and county and sub-county health management teams to implement quality improvement and supervision systems for malaria interventions.
  • Coordinate technical assistance from consortium partners and any sub-contractors to achieve work plan deliverables.
  • Provide regular updates to the backstopping and core technical team on the technical implementation of activities.
  1. Work closely with the program team to ensure effective, timely and coordinated project implementation of activities.
  2. Maintain excellent relationships with donor and in-country stakeholders.
  3. In collaboration with the project management and finance team, execute annual project work plans, performance indicators and targets.
  4. Contribute to developing quarterly/ annual programmatic reports and monthly progress updates for the project.
  5. Work with Monitoring and Evaluation staff to advise counterparts on collecting and using data effectively to inform program decision-making.
  6. Assist with the production and dissemination of knowledge products.
  7. Ensure compliance with USAID operational policies and regulations.
  8. Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results.

QUALIFICATIONS

  • Master’s degree in public health, social sciences, clinical, or related.
  • 8-10 years of professional experience in malaria, especially in diagnosis, treatment, prevention, control and elimination, in an academic, research and program setting.
  • At least five years of supervision experience, including coaching and mentoring other health professionals.
  • Experience working with international malaria donors, and experience working with USAID will be preferred.
  • Experience in project management, managing staff and resources, provided mainly by malaria donors, to execute academic, research or field implementation programs.
  • Demonstrated experience working with Kenyan governmental entities.
  • Experience in writing scientific reports, manuscripts and peer-reviewed publications.
  • Good interpersonal skills are a team player and make themself available as needed.
  • Excellent written and oral communication skills.
