1.  Eligibility: This promotion is open to all legal residents of Washington State who are enrolled in Washington State public, private, charter, tribal, virtual school or homeschool program for grades K-12 as of the date of entry. One entry per student. Employees of Washington Student Achievement Council, its affiliates, subsidiaries, advertising and promotion agencies, and suppliers, (collectively the “Employees”), and immediate family members and/or those living in the same household of Employees are not eligible to participate in the promotion. The contest is subject to all applicable federal, state, and local laws and regulations (including copyright and plagiarism). The contest is void where prohibited by law. No purchase necessary to enter or to win; a purchase does NOT increase the chance of winning.
2.  Agreement to Rules: By participating, the Contestant (“You”) agree to be fully unconditionally bound by these Rules, and You represent and warrant that You and/or your child meet the eligibility requirements. In addition, You agree to accept the decisions of Washington Student Achievement Council as final and binding as it relates to the content of this promotion/contest.
3.  Promotion Period: Entries will be accepted beginning on April 1, 2024. The contest will close at 11:59 PM (PDT) on May 1, 2024. All entries must be received by 11:59 PM (PDT) on May 1, 2024.
4.  How to Enter: One (1) entry per student. Students create their own art, showing what they imagine their future career to be or a possible job they might enjoy after high school. Complete the online entry process at 529.wa.gov/art-contest. Art must be entirely and independently created by the student without assistance from any other person. Art submissions may be created as 2D or 3D creations, but ALL entries must be submitted as a single JPEG or PNG image (Max file size is 5MB). Students will create the art on their own paper, cardstock, canvas, etc. 3D creations must be submitted as ONE image of original art created by the student. Art MUST include the words “Washington College Savings Plans” or “WA529” clearly visible on the art. Student’s name and information must NOT be directly on the art (for judging purposes). Students may include their initials on the art. Entries received after 11:59 pm (PDT) on May 1, 2024, will be considered ineligible and will be omitted from the judging pool.
5.  Accepted Art Media: Draw, Paint, Digital/computer-generated art (no motion, audio, or AI-generated art), Mixed Media, Photography (image taken by the student with permissions), and 3D Art/3D Printing (coded/designed 100% by the student, submit as a photo).
6.  Complete Online Entry form: Participants and their parents/legal guardians MUST provide information for ALL boxes on the Online Entry Form (required) including the full name of the school, student’s full name and grade level, the parent/guardian’s full name, address, phone number, parent email, and parent/guardian acknowledgement/electronic signature by checking the box as indicated on the online form. Acknowledgment includes accepting full responsibility for students’ entry and attesting that it meets all terms of the contest. Contact information will be used to contact winners to award prizes. Entries without a completed, signed entry form will be considered ineligible and omitted from the judging pool. Students 18 years and older can submit the above information independently. 
7.  How Student Winners are Determined: Submit art with completed online entry form at 529.wa.gov/art-contest. Winning art will be determined by a group of impartial judges selected by the WA529 Marketing team. Judges will evaluate art entries by grade level, based on criteria set by the program, including student’s creativity, topic interpretation, unique style, creative and artistic talent/skills, inclusion of WA529 or Washington College Savings Plans on the art, and a creative title. Entries will be subject to multiple judging rounds to determine the winners. In the case of a tie, the tied entries will be re-judged by a different pool of judges. Two winners will be selected for each grade level, Kindergarten through 12th grade. Two (2) art entries with the highest evaluation scores in each grade level will be named Winners of that grade level. Each of the twenty-six (26) winners will be notified using the contact information provided by the entrant at the time of entry. Full name, grade, parent’s name, mailing address, phone number, and parent email are required at the time of entry and will be used solely for the purpose of contacting winners and awarding prizes. Winner notifications will be sent on or before May 29, 2024.  
8.  How School Winners are Determined & Prizes claimed: Schools with multiple entries will be considered based on a formula created by the Program to balance the number of entries in an equitable manner regardless of school size. Three (3) schools with the most entries based on the formula will be notified on or before May 29, 2024. Schools must claim prizes (Amazon gift cards) by June 25, 2024. Homeschool families are not eligible for school prizes.
9.  Additional Notes: Plagiarism and U.S. Copyright laws apply to all art entries. Entries must be original in concept and design, be created 100% by the student, and meet all the 2024 Art Contest requirements. Entries that do not meet requirements or that violate U.S. Copyright and/or plagiarism will not be eligible. Students retain intellectual property rights in their work. While the student retains intellectual property rights, by submitting art to the WA529 Art Contest, both parent and student are agreeing to allow WA529 to use the student’s art submission royalty-free and without limitations for promotional and advertising purposes of Washington College Savings Plans (WA529). By entering the contest, the parent/guardian or adult student permits WA529 to use the student’s name, art, and description (and photograph of the student artist) for display, advertising, and promoting the art contest and Washington College Savings Plans (WA529) as determined by the Program. 
10.  How to Claim Student Prize: On or before May 29, 2024, all winners will receive a prize claim form, a GET new account application, and a link to the DreamAhead online portal to the email address provided to WA529 on their contest entry form. Student prize winners must return the claim form, signed by a parent or guardian, along with the appropriate documentation to open a GET or DreamAhead account, no later than 5:00 p.m. PDT on June 14, 2024. If the claim form is not received by WA529 by 5:00 p.m. (PDT) on June 14, 2024, winners automatically forfeit the right to claim a prize, and that prize will not be awarded. If the student prize winner already has a GET or DreamAhead account established for them, they may direct the $529 prize money to be deposited in the existing account. The winning artist must be designated as the Student Beneficiary of the account. No substitutions or cash prizes will be awarded. Any forfeited prizes will not be awarded. Runner-up recipients will not be chosen. 
11.   Alternate means of entry: send a postcard requesting a paper copy of the form with your name, address, phone number and email address to Washington Student Achievement Council, WA529 Art Contest, PO Box 43450, Olympia, WA 98504-3450. You must make this request before April 15, 2024, to allow for turnaround time to send and receive paper entry options. The Program is not responsible for lost or delayed mail. The entry must fulfill all 2024 promotion requirements, as specified, and be received by the Program by 11:59 pm, May 1, 2024 to be eligible to win a prize. Multiple entries by a single entrant is not permitted. Using multiple email addresses, identities, or devices in an attempt to circumvent the rules will result in disqualification. If you use fraudulent methods or otherwise attempt to circumvent the rules, your entry will be removed from eligibility at the sole discretion of the Program and the Washington Student Achievement Council.
12.  Student Prizes: Each of the 26 winners will have the opportunity to choose their prize of $529 to be deposited into a new or existing GET or DreamAhead account set up with the winning student as the beneficiary. Specifics of the prize shall be solely determined by the Washington Student Achievement Council. Any and all prize-related expenses, including without limitation any and all federal, state, and/or local taxes, shall be the sole responsibility of Winner. Market value of some 529 funds may differ at time of prize award. No cash or other prize substitution shall be permitted except at Washington Student Achievement Council’s discretion. The prize is non-transferable. No substitution or transfer/assignment of prize to others or request for cash equivalent by Winner is permitted. 
13.  Odds: Odds of winning depend on the number and quality of eligible entries received during WA529’s Annual Art Contest 2024 promotion dates.
14.  Student Winner Selection and Notification: Twenty-six (26) participants, two (2) from each grade level enrolled in Washington K-12 schools, with the highest evaluation scores given by the panel of impartial judges selected by WA529 Marketing team, under the supervision of Washington Student Achievement Council, will be declared Winners. Winners will be notified on or before May 29, 2024 by the contact information provided by the entrant on their Official Entry form. Washington Student Achievement Council shall have no liability for Winner’s failure to receive notices due to spam, junk e-mail or other security settings or for Winner’s provision of incorrect or otherwise non-functioning contact information. If Winner cannot be contacted, is ineligible, fails to claim the prize by completing the required designated claim form by 5:00 p.m. on June 14, 2024, the prize will automatically be forfeited. See item 10., “How to Claim Student Prize”. Receipt by Winner of the prize offered in this promotion is conditioned upon compliance with any and all federal, state, and local laws and regulations. ANY VIOLATION OF THESE OFFICIAL RULES BY WINNER (AT WASHINGTON STUDENT ACHIEVEMENT COUNCIL’S SOLE DISCRETION) WILL RESULT IN WINNER’S DISQUALIFICATION AS WINNER OF THE CONTEST (promotion or campaign), AND ALL PRIVILEGES AS WINNER WILL BE IMMEDIATELY TERMINATED.
15.  Rights Granted by You: By entering this contest (art submission), You understand and agree that Washington Student Achievement Council (WSAC), anyone acting on behalf of WSAC, and Washington Student Achievement Council’s licensees, successors, and assigns, shall have the right, where permitted by law, to print, publish, broadcast, distribute, and use in any media now known or hereafter developed, in perpetuity and throughout the World, without limitation, your entry, name, portrait, picture, voice, likeness, image, statements about the Promotion, and biographical information for news, publicity, information, trade, advertising, public relations, and promotional purposes, without any further compensation, notice, review, or consent. By entering this contest, you represent and warrant that your entry is an original work of authorship and does not violate any third party’s proprietary or intellectual property rights or US Copyright law, If your entry infringes upon the intellectual property right of another, you will be disqualified at the sole discretion of Washington Student Achievement Council, If the content of your entry is claimed to constitute infringement of any proprietary or intellectual proprietary rights of any third party, you shall, at your sole expense, defend or settle against such claims. You shall indemnify, defend, and hold harmless Washington Student Achievement Council from and against any suit, proceeding, claims, liability, loss, damage, costs or expense, which Washington Student Achievement Council may incur, suffer, or be required to pay arising out of such infringement or suspected infringement of a third party’s right.
16.  Terms & Conditions: Washington Student Achievement Council (WSAC) reserves the right, in its sole discretion, to cancel, terminate, modify, or suspend the Promotion (contest) should virus, bug, non-authorized human intervention, fraud, or other cause beyond Washington Student Achievement Council’s control corrupt or affect the administration, security, fairness, or proper conduct of the Promotion (contest). In such case, WSAC may select the Winner from all eligible entries received prior to and/or after (if appropriate) the action taken by Washington Student Achievement Council. WSAC reserves the right, in its sole discretion, to disqualify any individual who tampers or attempts to tamper with the entry process or the operation of the Promotion or website or violates these Terms & Conditions. WSAC has the right, in its sole discretion, to maintain the integrity of the promotion, to void entries for any reason, including, but not limited to: multiple entries from the same user from different IP addresses; multiple entries from the same computer exceeding that allowed by promotion rules; or the use of bots, macros, scripts, or other technical means for entering. Any attempt by an entrant to deliberately damage any website or undermine the legitimate operation of the promotion may be a violation of criminal and civil laws. Should such attempt be made, Washington Student Achievement Council reserves the right to seek damages to the fullest extent permitted by law.
17.  Limitation of Liability: By entering, You agree to release and hold harmless Washington Student Achievement Council and its subsidiaries, affiliates, advertising and promotion agencies, partners, representatives, agents, successors, assigns, employees, officers, and directors from any liability, illness, injury, death, loss, litigation, claim, or damage that may occur, directly or indirectly, whether caused by negligence or not, from: (i) such entrant’s participation in the promotion and/or his/her acceptance, possession, use, or misuse of any prize or any portion thereof; (ii) technical failures of any kind, including but not limited to the malfunction of any computer, cable, network, hardware, or software, or other mechanical equipment; (iii) the unavailability or inaccessibility of any transmissions, telephone, or Internet service; (iv) unauthorized human intervention in any part of the entry process or the Promotion; (v) electronic or human error in the administration of the Promotion or the processing of entries.
18.  Disputes: THIS PROMOTION IS GOVERNED BY THE LAWS OF THE UNITED STATES AND THE STATE OF WASHINGTON, WITHOUT RESPECT TO CONFLICT OF LAW DOCTRINES. As a condition of participating in this promotion, participant agrees that any and all disputes that cannot be resolved between the parties and causes of action arising out of or connected with this promotion, shall be resolved individually, without resort to any form of class action, exclusively before a court located in Washington State having jurisdiction. Further, in any such dispute, under no circumstance shall participants be permitted to obtain awards for, and hereby waives all rights to, punitive, incidental, or consequential damages, including reasonable attorney’s fees. Participant waives all rights to have damages multiplied or increased.

20.  Winners List: To obtain a copy of Winners’ names or these Official Rules, mail your request with a stamped, self-addressed envelope to: Washington Student Achievement Council, WA529 Art Contest, PO Box 43450, Olympia, WA 98504-3450. Requests must be received before June 30, 2024.
