GENERAL DESCRIPTION:  


Manages the Green River Basin Consumptive Use Program for determining the consumptive use of water in accordance with the Plan. Monitors plan progress and accomplishments, and updates or modifies plan as necessary. Plan components include climate and hydrology, diversion and consumptive use, water rights attribution, reservoir operation, groundwater, administration/decision support tools, and outreach.

 
ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

 
  • Compile and analyze water use in the Green River and Little Snake River basins in Wyoming to assure compliance with the Colorado River Compact and Upper Colorado River Compact.  Manage/update the existing basin-wide plan for determining consumptive use.
  • Collection, analysis and management of a variety of water use, weather and GIS-based crop data in the Green River Basin of Wyoming to assess the evapotranspiration from irrigated lands.
  • Assessment and selection of specific methodologies to acquire and compile water use data from industrial and municipal water users across the Green River Basin of Wyoming.
  • Prepare annual consumptive use report for the Green River Basin.
  • Provide support and coordination with on-going consultant contracts for services that include water rights mapping, evapotranspiration calculation and remote sensing analysis.
  • Coordinate with other states/federal agency technical staff on Colorado River hydrology and water use models and update future water use projections for Wyoming's portion of the Colorado River Basin.
  • Provide technical engineering and GIS support to ongoing efforts in the Interstate Streams Division on technical and policy-based matters primarily related to modeling and GIS-based activities.
  • Inter-agency coordination with federal, state and local entities as well as public outreach to private citizens and local entities in the Green River Basin.  Interacts with the Bureau of Reclamation, Colorado River Basin Forecast Center, municipalities and counties, industrial water users, regional water management boards, other Wyoming state agencies, other states, and local landowners.
  • Install, program and operate measurement and control instrumentation (primarily Campbell Scientific) for monitoring climate and hydrologic resources.

 

Qualifications


PREFERENCES:  


Preference may be given to applicants with a Bachelor's degree in civil engineering (water resources), hydrology, watershed sciences, agricultural engineering or other natural resources field plus four years of work experience in water resource management.

 
KNOWLEDGE: 

 
  • Knowledge of hydrology and water resources; engineering principles and practices; irrigation practices; water rights law, regulation and water administration policies and practices in Wyoming and the west; federal and state natural resource, environmental and endangered species statutes, case law, regulations and policies; water resource applications of computer modeling and its applications and limitations including analysis and calculations of evapotranspiration of water, consumptive use of water by agricultural crops, depletions associated with ground and surface water, and water balance studies.
  • Skills in interpersonal, written and verbal communications; managing time and resources; computer applications for creating, manipulating and updating spreadsheets, databases and presentations; hydrologic data collection, interpretation, analysis and reporting; use of a variety of hydrologic measuring and monitoring equipment and tools for data collection; streamgaging telemetry and measuring device installation and maintenance; complex mathematical computations; maps and records interpretation; skills in reviewing and comprehending technical studies, reports, proposals, and other documents to determine relevancy and accuracy of information; summarizing technical presentations and policy development dialogues.
  • Ability to create and manipulate maps with GIS software; interpret aerial infrared photography and satellite imagery to determine status of irrigation and land use; analyze land survey data, hydraulics, water storage and flow measurement data; work effectively in groups to convey information and represent Wyoming's interests; think strategically on complex technical/political issues; manage multiple tasks simultaneously; present and convey information clearly and concisely to groups or individuals verbally, electronically and/or in writing to ensure they understand the information.

 
MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in The Sciences)

Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
 
OR
 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

 
  • Position requires the physical ability to hike, lift, wade water, snowmobile and drive all terrain vehicles and work in unpredictable and inclement weather conditions in remote areas while working alone.
  • Position requires extensive travel, often for multi-day periods, up to 30% of the time.
