The National Low-Income Housing Coalition released its annual report, "Out of Reach 2018, to document the gap between wages and the cost of rental housing across the county. This year, it concluded that there is no place in the U.S. where someone working full-time and earning minimum wage can afford a two-bedroom rental home at the national average fair market rent.
The report details affordability of rental housing in every county in the U.S.
It considers a home affordable if a worker can rent it without spending more than 30 percent of his or her income on housing costs.

According to the National Low-Income Housing Coalition report, the fair market rent for a two-bedroom apartment in Pennsylvania is $1,015. To afford this without spending more than 30 percent of income on rent and utilities, a household must earn $3,385 a month, or $40,616 annually.
That translates to an hourly wage of $19.53 for a full-time worker.
These are the most expensive areas in Pennsylvania:
Philadelphia-Camden-Wilmington metropolitan statistical area. Here the housing wage -- the hourly wage required to afford a two-bedroom apartment at fair market rent -- is $24.35.
Pike County, where the housing wage isi $23.67
East Stroudsburg MSA, with a housing wage of $20.63.
The Allentown-Bethlehem-Easton region, with a housing wage of $20.15
The Harrisburg MSA, where the housing wage is $19.98.
