As the world begins to reckon with the health, social and economic fallout from the coronavirus, one clear lesson is the need for more inclusive governance: The pandemic has spotlighted women leaders around the world and their ability to effectively manage crises by generating consensus-driven, science-based and decisive action. In politics, business and civil society, we see that gender equality and diversity in decision-making are building momentum for meaningful change. Growing evidence shows that women-led governments correlate with policy priorities that advance equity, social and ecological wellbeing – the kinds of policies that can make our societies and economies more resilient to future shocks.

As the global community is pressed to develop transformative solutions to recover from this crisis and avert future threats, how do we tap into the leadership and change-making potential of women around the world?

H.E. Lolwah R M Al-Khater
Assistant Foreign Minister and Spokesperson, Ministry of Foreign Affairs of the State of Qatar
Before her appointment as the Spokesperson, H.E. Al-Khater joined the Ministry of Foreign Affairs as Minister Plenipotentiary. She also served as the Director of Planning and Quality at Qatar Tourism Authority and as a Research Project Manager at Qatar Foundation for Education, Science and Community Development.
Her Excellency was appointed as Media City board member and she is the Executive Director of Doha Forum.  H.E. Al-Khater has also been working as an Independent Policy Analyst participating in conferences and multiple publications, and she is the co-editor of “Policy-making in a Transformative State: the case of Qatar."  H.E. Al-Khater also wrote a book titled "Educational Outputs and Labor Market Needs: A study on Labor Market Issues and methods of Addressing Them."  Moreover, H.E. Al-Khater worked as a part-time lecturer at Doha Institute for Graduate Studies and she is a Research Associate at The Oxford Gulf and Arabian Peninsula Forum at St. Antony’s College at the University of Oxford.  H.E. Al-Khater is also a board member at The Institute for Palestine Studies.  H.E. Al-Khater holds a Master’s of Science in Computing and a Master’s of Arts in Public Policy and she is a Dphil Candidate at the University of Oxford in the area of Oriental Studies looking at the question of Islam and Modernity in the context of the Arab Nahda.

Congresswoman Lois Frankel
U.S. Representative (FL-21)

From the student antiwar protests of the ‘60s to her election to Congress in 2012 where she represents South Florida, Congresswoman Lois Frankel has spent her lifetime delivering positive change to her community as a civic leader, state legislator, mayor, and now Member of the United States House of Representatives where she sits on House Appropriations Committee, serving on the Subcommittees for: Energy and Water Development; Labor, Health and Human Services, Education and Related Agencies; and State, Foreign Operations and Related Programs.

A trailblazer in the Florida State Legislature, Lois served as the first woman Democratic minority leader. She became a leading force to improve the economic condition of families and seniors and protect human rights and women’s reproductive freedom - fights she continues today in Congress as co-chair of the Democratic Women’s Caucus.

Prior to her election to Congress, Lois served as Mayor of West Palm Beach, raising her city to a new vitality and earning a reputation as an innovative problem solver.

On a personal note, Lois is an avid abstract painter and is most proud of her son Ben, a United States Marine war veteran.

Jacqueline O'Neill
Ambassador for Women, Peace and Security, Canada

Jacqueline O’Neill is Canada’s first Ambassador for Women, Peace and Security. Appointed by the Prime Minister in June 2019, her primary role is to advise Ministers of Foreign Affairs, Defense, and numerous other departments engaged in implementing Canada’s National Action Plan on Women, Peace and Security.

Previously, Ambassador O’Neill was President of The Institute for Inclusive Security.  Over 13 years at Inclusive Security, she supported the creation of national strategies and policy frameworks for more than 30 countries, NATO, the OSCE, and the United Nations. She also worked directly with coalitions of women leaders in Colombia, South Sudan, Sudan, Pakistan, and beyond. Prior to that, Ambassador O’Neill worked at the United Nations peacekeeping mission in Sudan and at Khartoum’s Ahfad University for Women. Along with former Lt. General Roméo Dallaire, she helped found the Roméo Dallaire Child Soldiers Initiative to eliminate the use of children during conflict. She was also a policy advisor to Canada’s Secretary of State for the Asia-Pacific region.

Most recently, Ambassador O’Neill was a Global Fellow at the Woodrow Wilson Center’s Canada Institute, an Adjunct Professor at Georgetown University, and a member of the Board of Directors of the Canadian International Council. She has a Bachelor’s degree in Commerce from the University of Alberta and a Master in Public Policy degree from the Harvard Kennedy School of Government.

H.E. Roya Rahmani
Ambassador of Afghanistan to the U.S.

Roya Rahmani is Afghanistan’s first female ambassador to the
United States of America. She is also non-resident
Ambassador to Argentina, Mexico, the Dominican Republic,
and Colombia. Previously, she served as Afghanistan’s first
female ambassador to Indonesia and was the country’s first
accredited ambassador to the Association of Southeast Asian
Nations (ASEAN). The Afghanistan Independent Human
Rights Commission awarded Rahmani the Best Human Rights
Activist Award in 2010, and Indonesia Tatler named her the
People’s Ambassador in 2017. In 2019, she was featured on
TIME Magazine’s “100 Next List” as a “fierce advocate of
peace on Afghan terms.” She has a bachelor’s degree in Software Engineering from McGill
University and a master’s degree in Public Administration from Columbia University. She is the
mother of a young daughter, and often speaks passionately about the importance of bringing
women and youth into the democratic process.
