I get the message, though don't necessarily agree with it. In a place where a group lacks confidence, trust, openness viz. their leaders, letting the leader(s) speak last is not necessarily an invitation for everyone else to speak up their mind. I'd rather go for a 'primus inter pares' approach whereby the leader gets the same chance to talk as the others, not before or after by design, but just by happenstance, as it comes up. Depends on the cases obviously...
