Law Enforcement, Drugs and Harm Reduction

The Law Enforcement and HIV Network regularly holds a Consultation together with the Law Enforcement and Public Health (LEPH) Conferences. These Consultations bring together police, health agencies, NGOs and affected communities to discuss and address critical issues confronting people who use drugs and police and others working in the area. The Consultations produce outputs which are useful for education, advocacy and policy development on these issues, and are run under Chatham House Rules.

Previous Consultations have produced, inter alia:

  • A Statement of Support by Police for Harm Reduction
  • A Statement of Support by Police for Drug Policy Reform
  • Guidelines for Police working with drug consumption rooms, with young drug users, and with stimulant users
  • An advocacy video of the LEAHN Country Focal Points

The 5thLEAHN Consultation will address, among other topics:

  • Pathways to decriminalization, and the police role
  • Responses to opioid overdoses, including drug consumption rooms and naloxone availability
  • Managing aggressive amphetamine-affected people
  • The police role in the HIV response: International AIDS Society police brief

Cost for the two days is £35, to cover catering. You can register for the Consultation here– there is plenty of room, but preference will be given to registered delegates at the LEPH2019 Conference, to local members of the affected communities and civil society organisations, and to members of law enforcement agencies.

What is LEAHN?

The Law Enforcement And HIV Network – LEAHN – is a way of connecting people involved in HIV prevention, particularly those working in law enforcement and public health. LEAHN aims to help build sustainable global and local partnerships to work more effectively with vulnerable groups, such as people who inject drugs (PWID), sex workers, prisoners, migrants and men who have sex with men (MSM).

Whilst LEAHN’s focus is on preventing HIV, it is acknowledged that the role of police in public health is much broader and can be extended to include substance abuse, mental health, family violence and others.

Knowledge sharing

LEAHN is all about sharing information and experiences.  The network provides the opportunity to share best practice, success stories and case studies aimed at raising awareness of the role of police in HIV prevention and harm reduction.

Advocacy and peer education

Through LEAHN, experienced police and public health professionals located anywhere in the world can provide practical advice to peers about their experiences with HIV prevention and harm reduction programs. By demonstrating and generating leadership, it is envisaged locally-driven approaches will be most effective in addressing the harms associated with activities such as substance misuse, sex work and violence.
