On December 21st, the City of Portland changed the law to allow the approval of marijuana business licenses before the location’s corresponding commercial building permit is finalized. As soon as the change came into effect 71 marijuana licenses went under review by the City of Portland. This indicates that the last stage for many marijuana businesses is now finishing construction rather than obtaining the relevant marijuana business license. This development makes it possible for us to track the emerging set of marijuana-related businesses using BuildZoom’s national building permit database.
Searching all building permit applications in Portland mentioning the word marijuana since January 1st, 2016 we found 119 permits at 112 different addresses. Among other things, these permits mentioned:
60 dispensaries
33 plant growing facilities
18 processing facilities
15 extraction facilities
The permits are distributed at various points along the permitting process but the majority await initial approval:

1. The Marijuana Ice Cream Shop
This is something we didn’t expect to see and is our favorite for a number of reasons. Last Halloween, Releaf Portland applied for a permit to build a commercial kitchen and dispensary to make and sell marijuana ice cream. The new store will be located at 1034 SE 122nd Ave in Portland’s Mill Work neighborhood if it passes the building permit review process.

2. The Side by Side off Burnside
Two buildings next door to each other are currently under review just off Burnside Street. Located blocks from attractions like the Star Theater, Powell’s Bookstore, Voodoo Donuts and the Waterfront, Rose City Wellness Center are sure to draw crowds. Permits for the dispensary and marijuana wholesaler at 214 and 216 NW Couch Street are under review and waiting for building department approval. The dispensary will be located at 214 NW Couch Street and was applied for over a year ago in January of 2016. The wholesale location next door was applied for 8 months on August 11th.

3. The Reed Grow Warehouse
Blocks away from Reed College a new, large, and expensive warehouse for growing marijuana has been proposed. The 21,000 square foot project is estimated to cost $1.4 million and is the largest project on our list. The two-story project will be located at 4949 SE 25th Ave. The first permit is for a 12,000 square foot medical cultivation facility. The second permit is for a 9,000 square foot recreational cultivation facility. The separate permits indicate that the two facilities will be separate in spite of a shared address. The project was applied for this year on January 3rd and is under review.

4. The Bike and Pedestrian Friendly Extraction Location.
Located in Montavilla at the base of Mt. Tabor it is the outside of this grow and extraction facility that caught our eye. In addition to interior remodeling work, this project includes the construction of bike parking, a pedestrian walkway, and substantial landscaping. The $400K project will be located at 1133 SE 82nd Ave. Applied for last June with summer in mind, this project is currently under review.

5. The Marijuana Home Office
It is a little unclear what this marijuana facility will be for but this permit indicates this Boise neighborhood resident plans to convert the main floor of his home into a space for commercial use and will live on the second floor. 4125 N Mississippi Ave home conversion was applied for exactly one year ago today on March 21st, 2016.
