Though some areas are flooded on a routine basis, those communities tend to be more prepared for such events. The real danger lies in living in a 50 year or a 100 year flood zone. The threat is great enough that it will probably happen in your lifetime, but not so great that you can expect local authorities and the local infrastructure to handle it properly.
