Ukrainian intelligence officers of the Security Service of Ukraine (SBU), have uncovered evidence of direct Russian training, supply, and support, at the Joint Center for Control and Coordination (JCCC) in Donbass, Ukraine. Russian officials who were assigned to the center as part of a diplomatic agreement have undermined their position to provide support for Russian Separatist. The JCCC was originally established as a Trilateral Contact Group of senior representatives set up by Organization for Security and Co-Operation in Europe (OSCE), Ukraine, and Russia in Donetsk, Ukraine to coordinate the implementation of the ceasefire agreement in the Ukraine.

Russian Federal Security Officers are unhindered and dismissive of Ukrainian law and continue to escalate a campaign of espionage, subversion, sabotage and propaganda against Ukraine. The SBU regularly intercepts Russian intelligence actions in Ukraine that target the government, infrastructure, and the military. The FSB also targets individual Ukrainian civilians. A citizen-saboteur was recently detained while attempting to mine a railway. The below video is from an SBU debrief of a Ukrainian citizen who was recruited by the FSB, to gather intelligence on military targets in Ukraine. This man is but one of a growing net of civilian agents employed by the FSB to gather intelligence and conduct special actions in and against Ukraine.

“The Security Service of Ukraine obtained new evidence of sub-service activities by the Russian secret services directed at drawing Ukrainian citizens into compromising situations and recruiting during their stay in Russia.

The SBU military counterintelligence officers identified a resident of Izmail City who was recruited by FSB officers for collection, of military data. While earning money in Russian Maikop City he was arrested and conveyed to investigative isolation ward allegedly for infringement of rules of foreigners’ stay in Russia. Under pressure put on him by officers of Russian secret services the man agreed to confidential cooperation and gave written consent. He received alias “Emelian” and was given instructions as to communication via social networks. After that, he was banished from Russia.
